Hey all been working on this project for a while but have hit a snag with the seatbelts . The previous owner "fitted" retractables (the fabrication work was mind numbing) fortunately they did not cut up the body but when I removed their handy work I'm left with what I am assuming is bolt points for over the shoulder NON retractable belts .
Am I on the right track here??

I believe an 83 1.0 will have fixed belts. There's a single captive nut on the bottom of the B pillar to accept the belt.

Plenty of inertia reel belts have a single bolt retaining lug (the rear of older hatchbacks especially) so inertia reel belts can be fitted fairly easily, provided they clear the seats. In fact, various engineers have insisted (incorrectly) that 1.0 sierras couldn't have been sold with fixed belts and must have inertia reel belts fitted.

The factory inertia reel belt body has a largish rectangular panel that's retained by 4 screws that the belt mechanism bolts to. This "hides" the belt inside the base oft he B pillar.

Thanks for the info . Have seen the "hidden" reels in later models but as you say the seat clearance (original factory) does not allow any style of exposed reel retractables that I have come across. The configuration can only accept fixed belts

For the record I had a friend who works for Service NSW / motor registry / whatever they call themselves these days look into it as well and they came to the same conclusion according to their Vehicle Specifications data .
