First issue with loctite is it requires the absence of air to cure, any of your retainers, thread lockers or hydraulic sealants needs to have an interference fit to start the curing process. You can get around this on some products with the use of a primer and a accelerator (but don't expect change from 100 bux if you want the retainer, primer and accelerator). With a worn shaft you might not have a tight enough clearance to set the loctite off.
Now if you went a speedy sleeve, they too are a interference fit, so you need to get it to pass over the non damaged section of shaft, stretching it to the size of the undamaged section. You will need to support the speedy sleeve with a two part epoxy. But this is where it gets tricky, you need to put a runny epoxy onto a shaft, push the speedy sleeve over the top and keep the epoxy in, and the sleeve centred while the epoxy cures. Then you have a very big chance of the sleeve splitting when you press the bearing over the top.
If you don't get the bearing centred or the speedy sleeve spins/splits and throws metal and epoxy shavings through your diff.. thats not going to end well.

I don't like the idea of welding & machining the axle tho, asking for trouble....
We get damaged and worn shafts in at work every week. Having them welded and machined by a qualified machinist is as safe as buying a new one. I wouldn't try stick welding it up and grinding it with a angle grinder though.
And i don't think it would be much more if any more costly than buying all these loctite products and speedi sleeves
