i am almost ready for rego, do i need to have the front bar if i have the blinkers and park light mounted to the car already?

yes. The bumper is there to deflect pedestrians, and protect them from the sharp nasties behind it.

See lakeside tyre and exhaust in Boolaroo. I got mine regoed there with no bar.
