Is the steering box supposed to be full of oil or grease of some kind? Now I have shafts off the tyres i was pushing it quickly and it sound like gears (i guess) but a not so lubed up sound of gears.....

Yes, they have oil in them. There could be a few sources of noise though, and if you move the wheels rather than the steering wheel you can get some noise anyway. Top it up with gear oil and see if it falls out.
