the hole is to alloow the air to bleed past when you refill the coolant so there isnt a pocket there which will stop the thermostat from opening, the dangly bit sort of blocks the hole when there is higher coolant flow, but its such a small amount it doesnt make much difference and its just another bit can come loose and get stuck somewhere
