Not sure if this is normal but have just used my Sierra I bought off-road and found the steering pulling hard left when the front locker is in use. It pretty unbearable to steer and have to keep putting it in 2wd on the track, does this sound normal or should I start looking for an issue up front.

When hub locks off there is no issue.

What sort of locker is it? Auto-locker (eg Lock Rite) will have a big effect on the steering. I had one in the front of my GQ, and also got into the habit of using 2wd as much as possible because of the way the steering pulled. I wouldn't even consider one for the front of the Sierra.

Check the locking hubs
Then look into the locker or cvs etc.
If its been locked on the cheap, i.e. stock cvs/axles, it may be one of those, or the pins in the auto locker.

I have an auto locker in the front of my sierra (with chromos)
It darts and dives all over the place compared to being unlocked.
I have powersteering, so i dont notice the battle much.
I used to love how h4 felt on gravel roads, even with an autolocker in the rear.
Twin autolockers and it feels horrible. Its very unsettling and unpleasant to drive.

it may be a failure, or it may be the suckiness of an autolocker up front.
