It means the additional weight over stock. If you have an alloy nudge bar and spotties that adds "Up to 25kg", If you have a steel bar with winch, 4 spotties and dual battery, that is "over 25kg". These springs will have a firmer (rougher?) ride on a lightly loaded vehicle.
Same with the rears. Do you carry 3 passengers and a fully loaded 60ltre fridge with a long range tank, or just yourself and a lunchbox on a daytrip?
Working out the expected load on the suspension will have a bearing on how well they ride, flex and last, and ultimately on your satisfaction.
