What I don't get is, they aren't supposed to be used when they could dazzle oncoming traffic, so why does it have to be distinguishable as a pair of lights @ 200m?
Don't try and make sense of a completely unrealistic and ridiculous law

The law is outdated for modern lighting, 200m is what is supposedly acceptable for high beam and aux. lighting without dazzling/blinding oncoming traffic.
