I found when I extended my shackles this happened to me. Because the front diff had essentially been rolled forward, the front end geometry was up the creek. I found it would track straight, be hard to turn, to a point, then would pull towards full lock once you got about 2/3 of a turn in. As was mentioned, 3 degree castor blocks did the trick.
