for a 1995- swb 1.6 efi soft top vitara, can you buy just the mount that the winch bolts onto?
the part that would bolt straight to the front of the vehicle that the winch itself would then bolt onto.

ive found a couple universal ones, but dont look even close to fitting without practically manufacturing your own out of it.

nope, buy an ARB bar & it comes with a free bolt on winch cradle

Short answer is that no, there is nothing 'off the shelf'.

Long answer is buy a universal cradle, cut it down to fit between the chassis rails, and get a couple of brackets made up. Some examples:
