My GTI engine will run with the gti distributor cap on and with the mazda rotor button, but when I put the Mazda cap on it won't run until I advance the timing to 20 degrees.

Yea I took the centre out of the gti rotor button and pressed it into the Mazda rotor button. It clears fine in the gti cap.

and the hole for screwing the rotor button into the distributor is in the exact position in relation to the button as the original GTI rotor button?

thats the only thing I can think of that would be a problem.

Yes, that is the rotor button we use. Because the post in the Mazda Cap is solid it needs the spring contact in the rotor button. But we use the centre out of the gti rotor button to hold it in place.

Found the problem. Spark was jumping from rotor button to distributor shaft. Remember to insulate well!
