I have a 86 Sj413 (NT Sierra) I have had it for 8 Years. Up to now for every 6 monthly road worthy test I have adjusted the handbrake so you can not push it from stationary and they have been happy with that, until now it has to pull its self to a stop from 5 to 10 kph. So I have put in a new cable and new shoes, The handle is tight at about half way but it wont stop it.

I know they are not that flash but should it be better?

i have a 86 narrow track with a transfer mounted handbrake, it was rubbish when i got it,
but i cleaned it out, skimmed the drum,overhauled/lubed moving parts and replaced the shoes... works a treat

much better holding power than axle mounted brakes, but remember that diff lash will be allowing the car to be pushed forward and back a bit

Transfer mounted hand brakes were never designed to stop a moving vehicle. I've seen hand brakes torn clean off transfers because they were reefed on while moving. I've also seen one torn off a medium size truck because it was started in gear by accident.
The only way to improve yours would be to have the drum machined. I'd strongly recommend you tell the inspector he pulls the hand brake on while moving at his cost tho!
Edit: just realised you're in NZ. The rule was it had to hold on a 1:5 hill, nothing about pulling the car to a stop. The rule may have changed tho
