Diagnostic Code 12: Diagnostic Item: No fault or fault in not monitored circuit. http://www.rhinopower.org/diag/cel.html

Engines need three things: compression, fuel & spark. My guess would be a loose low tension ignition wire, or some other loose electrical wire (most likely on the engine) that is resonating or vibrating and making poor connection at the rpms where you have the surging. Good luck!

I think I have a answer , I was researching Outers and someone had a similar issue which sounded the same . Problem was the temp sensor
I disconnected mine and Bingo problem gone . Need a new Temp sensor

I would advise that you check all the vacuum lines, surging is often caused by a leak which causes the ECU to be unable to properly control idle. It would also be worth cleaning out the EGR just in case thats sticking.
