Transfer case won't engage front drive shaft, get high/low ratio just doesn't engage the front, no obvious noise or clunking in the transfer case. Any suggestions?

Does the front shaft spin when in 4wd but the wheels don't have power? Check your locking hubs.

No the shaft doesn't, I jacked it up and engage 4 wheel drive, if u turn the rear shaft it will turn the front by hand but the drive from the gearbox will only transfer through to rear shaft, FWH engaging / disengaging correctly

its clearly a transfer case front output issue.
