How much lift do you need before you need adjustable panhard rods?
I was thinking that 40mm lift wouldn't be enough to need it but if I went 80mm then it would.
Does that sound right?

Depends on how much you value a centered diff housing.
My 2inch lifted Jimny pushed the rear end across about 15mm which was noticable and bugged me initially. I put up with it however.

I have a 40mm lift and I would say it is not that bad with this amount. For an 80mm lift I agree you would need some adjustment. I have adjustable rods but these were replaced due to them being stronger.

Adjustable panhard rods only solve part of the problem - centering the axle - a relocation bracket is a much better solution, it reduces "rear end bump steer" - the sideways movement of the axle as it articulates.
