First things first

Is the front driveshaft spinning when you put the shifter into 4WD? If yes, then it's not the transfer case. You can check this by putting the car in 4WD when stationary and trying to turn the front driveshaft. If it DOESN'T turn, the transfer case is engaged.

What do you mean "not manual hubs" do you mean it has stock auto (vacuum actuated) hubs? if so these are problematic and at 17 years of age will need a service or replacement with reliable manual hubs.

If you mean "it's not the manual hubs" then blowing out the lines won't help, you may have other issues with the front end.

A bit more information in the question would have helped us more.

If it's engaged shouldn't it not turn :?

If the transfer is in 4WD and the front driveshaft can be turned freely then the transfer isn't engaging 4WD.
If the driveshaft can't be turned but there is no drive to the wheels the problem is diff/hubs

Are you still running the factory vacuum actuated hubs?

Steve.
