Dunno how much room there is in a Jimny bumper but I put a 9500lb winch in a custom cradle behind a Sierra bumper.
I don't see any legality issues.

Hi, just wanna know if it's leagal in qld to mount a whinch direct to the chassis so its hidden inside the jimny bumper. Trying to avoid installing a bull bar. to much wieght and throws the front end balance out when racing.... any thoughts? |

no not at all wont be legal you need something airbag compatible better of buying a bull bar of the shelf |
