any tips on getting the stock flares off?

screws are in tight and its awkward to get in there with a chisel and hammer... probably just take wheel off to make it easier..

any other ideas to get them undone?

take the wheel off and then give them a hit with wd or similiar. Use a ring spanner or socket. If that fails try welding a larger nut on to them and the heat should sort it out.

What eldo said, but i would weld it now instead of belting the shit outta it as you will prob have to anyway, and you will only end up dinting things with the hammer. Use small bolts to weld onto screw/bolt if you can, for some reason they work better, but nuts should also work on such a small screw/bolt.

dont even bother with the hammer. Just try undo first then weld if the wd dont work. I only used nuts as that was what i had, like pj said the bolts might be better, try both and tell us what worked! Maybe you should take pics and post it up in the tech section.

haha damn, I no longer have a welder so thats out of the option.

or bust out a grinder and cut a slit in the bolt (works best with 1mm disks) then use a flat head screw driver to take it out... thats how i got my guards off....

Even if you dont have a welder, try to heat up the bolts a bit with a blowtorch or whatever. 31zook's idea seems like a good'un too.
