get a peice of steel ( 25x5 by 350 long) and some high tensile bolts that fit into the holes.
make sure the bolts have thread the whole length of them
Measure the distance from one hole to the other. Drill two holes that distance apart in a piece of steel. Then insert bolt into steel, do up the nut until the bolt is tight in the steel and will not move and then there you have it. A long pin spanner.
Like this but lots longer for leverage and the bols are longer so they fit over the hub
Or even easier get a piece of pipe that slides over the hub and weld two or four bolts onto it so it looks like the thing in the pic. Then just weld an old socket to the top and there you go.
A bit of simple engineering and you can make any tool you need.
