The issue is not just isolated to these two carbs, it occurs with every and any type of carb. Holley have brought out a kit to modify their carbs for steep angle work, and it is also factory fitted to their range of Truck Avenger carbs.
By far, the vast majority of carburettors are designed for applications where the engines generally operate at inclinations of up to 5 degrees. Even on normal cars, you can get flooding/starvation issues when climbing or descending long hills. Some carbs eliminate the issue by design, such as SU carbs, or even the types fitted to Tractors and Aero engines.
It's just one of the quirks you get used to with a carb engine.
