The other option I was thinking was going to town on the lock barrel with a big arse drill bit.

The ignition switch/steering lock assembly is held in place by two bolts with "shear" or "snap-off" heads - when the bolts are tightened at the factory, the hex heads shear or snap off, making removal of the lock assembly difficult.
Those are what Royce is referring to.
