Can someone confirm this for me. From my understanding the pcv should be open at idle and closed at full throttle. So if I put my finger on the valve there should be a noticeable drop in suction as I increase the revs , is that right??

PCV is a one way valve.
It allows the inlet to suck out crankcase pressure/fumes/oil.

If you have pressure at the pcv at idle, revs will only increase it.
Piston ring blow-by is the usual cause.

As you increase the revs there is less vacuum in the manifold, hence less suction through the PCV. The PCV tends to get a bit clogged with oil over time, a bit of brake clean easily cleans it out.
