AFAIK Yes it would have to be engineered as its a modification.

Technically you CAN go in and play dumb and hope the person doing it is just as stupid, but dont know how far your going to get.

Yes it needs to be engineered. Capacity increase greater then 15% over the largest stock engine available for that model. (vehicle information standard 6). So you can't 'self-certify' the modification.

Below is just my opinion, and I'm hoping others can correct or help you better, but this is my feeling from once having registered a repairable write off interstate:

Regarding getting it registered, you will have to get a Blue slip done. So that identity check and Pink slip rolled into a Blue slip.
No-one initially cares what capacity the engine actually is, they just want to know that engine number matches the chasis. You can prove this by providing previous rego documents showing that particular engine with that chasis. If previous rego documents show a displacement of 1300cc, no-ones going to argue that and you'll get your blue slip.

If you don't have previous rego documents, then you have no idea if that engine has ever been registered to that chassis before. If it turns out that it hasn't, then the Blue slip man is going to delve deeper into getting the exact capacity of that engine from previous records, and finding out what car it came from, if it is stolen, etc etc.

If I was you I'd make sure I had previous rego documents when buying a car with any replacement engine, and make sure they already match the engine and chassis. I'd also make sure I had a receipt from previous owner - one that matches previous rego documents.
