Idling faster with lights on is normal but not 3000rpm.
Look on the side of the carby while somebody turns the lights on and off and you should see the idle up solenoid activating. It is adjustable so just back it off until high idle speed is what you want... About 850rpm.

Is this right Want33, I thought normal idle was 850rpm, and high idle 1150.

Set it to whatever you are happy with.
I haven't played with a sierra for a while and thought (from memory) that idle speed was 750-800 and high idle was +100 but as I said, set it wherever. 1150 seems a bit high to me.

For anyone that cares, I think the book says to set it to 850.

With accessories on I have mine a bit faster to run at 1000 rpm with A/C and lights on.
