Where is your relay coil earthed? Or there is no relay and your lights are only HALF brightness (beacuase the spotylights are now wired in series with your headlights???

When a H3 headlight is setup with 'negative switching', there is a constant supply to one of the pins (direct from fuse panel), and the other 2 pins are the low beam negative and high beam negative - these 2 are switched at the light switch.
When the light switch is on high beam, with lights on, or the passing switch is pressed the high beam pin at the headlight is switched to ground.
Are your spotlights on regardless of the park light switch position? I've just looked at the wiring diagram for a leafy sierra and can only think you have tapped into the switched park light +ve and the lowbeam -ve instead.
Bozy97, do you have a picture of your setup? Have you followed a wiring diagram from on this site somewhere?
EDIT:
FYI the drivers side headlight wire colours are
White/Red - supply +ve
Red/White - low beam -ve
Red - high beam -ve
passenger side headlight is ditto except it's +ve supply is White/Blue
