correct me if i'm wrong but are brake disc supposed to have a smooth flat finish over the whole disc?

yes, unless they are slotted or drilled. (use google image search)

If there is a big lip at the top consider them close to dead. if they are gauged out from stones etc stuck in your pads they are very unhealthy... If your asking this question about braking it might be something to handball to the experts just to be safe...

i was pretty sure that was the case but when both discs had identical guages i had to check..

They usually have 2 or 3 gouges in them.
