If it works you know you have isolated the problem to the wiring between the horn and the switch/earth.
Yeah i've tried this... firstly i've earthed the horn to the battery to guarantee the horn is working - a bit of an arc, a lot of noise and one small brown stain later I can say it does (it's bloody loud!!).
The circuit tester has a long cable, so i've grounded onto the battery to try both. At the horns -ve there's a reading, but neither contact rings in the steering wheel are live, so back one point even further - i'm not getting any readings from the underside blue wire contact point either which is the same colour code as the wire for the horns ground.
I tried bypassing this wire which is the horn -ve to horn button wire - but again no circuit signal... well, no horn at the button anyway.
I've also tried installing the relay and reverting back to the stock horn on the stock wiring... nothing.

with the stock wire connected to the horn can you find the horn switch wire at the column plug and see if it shows continuity there?

OK all patched up and new horn --> button cable ready and rocking, just hanging to the side until I get the steering wheel off. Got all the new wiring blending right in in the meantime
Speaking of steering wheels, I might as well replace as the current wheel is disintegrating in my hands. Will any steering wheel fit - like this?

That Momo (or copy) should fit if you can find a suitable boss kit.
Baleno & Vitara wheels fit Sierra.

the 2 stock horn wires, plug to terminals 85 and 86, you should hear/feel the relay click when you press the horn, if not you have a drama elsewhere in the stock setup, likely the slip ring on the wheel needs a clean
now take your new fat power wire and plug it to terminal 30 on the relay
make up a new fat wire to run from terminal 87 to the + on the horn earth the - on the horn to the bodyall fixed and proper
x2 this is exactly the way i just wired up my stebel nautilus air horn

FARKEN HORN - WORK U CUNNUVA THING!!!
How do you check the rag joint spring without pulling everything apart?
I'm getting elec signal to the female connector in this image, which is connected to the horn button. Positive feed goes to the central tab, and the horn grounds itself via a side clip in this pic to the steering column.
The only possible fault now is grounding in the steering column somewhere.... bloody rag joint spring. GRRRRR!!! I need to go scare people

to check aerth on your column, hook the alligator clip on your test light to battery POSITVE and start stabbing at the steering box, if its lights up that bits earthed, work your way up the column until the light stops lighting up, whatever loses the circuit is the problem, rag joint its easy enough to make a jump wire up to go from 1 piece to teh other of the column

Turns out there was a bees dick sized gap between the grounding clip and steering column. Did my head trying to find out what was going on... I filled up the swear jar pretty fast!!!
