custom bullbar and rear bar r they legal i see a lot of them being made on hear just not sure if they need to be adr approved.

only if you have air bags I believe

and they can't be dangerous to pedestrians (ie no spears pointing out the front)

Front - ADRs per this link, which is a pretty good summary. ADRs are freely available on the web for download:

Rear - not sure. Wouldn't think there are any except lighting requirements (height/spacing/etc) but don't quote me on it.
