Are theos roll cages on the out side of your car legal with out mod plate because i saw 2 on a landcruser and a hilux but they use them for carrying wood around but if you made it strong anoth you could use it as a cage and do they make you car use more fuel and less power.

Well done on using punctuation as earlier suggested, and I suppose a full stop is better than nothing...

You probably saw racks, as in the type builders use for lugging timber, ladders etc.
They will cause you to use more fuel, and possibly reduce power slightly, but it may not be noticeable.

If the exo is done neatly i think you have more chance of not being hassled by cops. Cops might pull you up if you have a an old Hills Hoist Clothes line attached to your car.

You wouldn't need an exo unless you're doing some pretty extreme stuff and 4wding every weekend to make it worth it.
