thats a telltale pipe , has been covered before , it leaks oil when the pump is on its way out... do not connect anything here.
at the base of the carb on the rocker cover side there should be three pipes , one goes to vac advance on the dizzy , one goes to the vsv on the front of the engine for the egr , and the other goes to the carbon canister.

x2. if that hose is leaking fuel, replace the fuel pump. it means the diaphragm is busted and your fuel and oil are mixing.

Some carbs don't have as many vac points as others, it may be a replaced carby. Some have vac points in hidden and different places.

Isn't the charcoal canister supposed to have a vent?
I found a hose hanging from the canister on my GV, had me baffled for a few weeks, until I could get a look at another GV - the hose was a vent line that would normally run to a fitting on the outside of the air filter housing - it didn't connect to the air filter, the purpose of the fitting was just to keep the end of the vent line high up.
