Hey all,

Just following up all the Qld-based discussion of the new vehicle modification rules, I wanted to start a thread to share info on the NSW adoption of the NCOP, variations to it, certification information, etc.

To start off, here is the VSCCS (Vehicle Safety Compliance Certification Scheme - just for the sake of another ridiculous acronym)

We don't have it in practice yet. Everything you have put up is guide only.

Every engineer has their own take on modifying. So one thing that may not be passed, may be passed through another depending if they know more about the mod etc.

There is no date yet for NSW when if/when rules change.

Yep, and doesn't actually tell us anything.

VSCCS seems like it's just a name change (like rebranding the RTA to RMS.)

I've seen a couple of bit of guff that say "Vehicle standards in NSW are unchanged" - but there is still no actual list published (that I can find anyway) of modifications that require certification.

Here's a list published on NO2VSCCS that was apparently discussed:

(Engine conversions/upgrades, axle swaps, gearing changes, 50mm+ lift, 25mm+ track width, 26mm+ tyres, brake upgrades, wheelbase changes, body lifts, seats)
But this has never been included in RMS documents.


The old LVCOP no longer applies, but there's nothing in the legislation to replace it. What we now have is the national VSB14/NCOP (linked above) but not the NSW amendments that were discussed (VSI 59.) The only other reference for standards is the ADRs, which are obviously not practical for our purposes, but here for reference anyway:

I have 2 original chassis crossmembers requested by engineer to keep it away from an ICV. Only 1 is technically required in links above.

Id say mine would be significantly modified. :lol:

Still lots of discussion happening with the RMS so all of this is still up in the air. From what I hear things are sounding promising.

Are you for tighter restrictions or as they are?

I'm for as they are. Better testing to prove things are achievable with modifications

That's my hope - I need a bunch of stuff added to my cert now, and I'm a bit nervous they won't get passed if things tighten up.

Promising for a better outcome for vehicle enthusiasts in general. With what I've heard you'd be happy with the outcomes so far. I'm not directly involved so would prefer not to say anything in case I get things wrong.

The Gay fella just builds the roads and infrastructure, while Gladys deals with Licensing, Registration and Traffic laws.

That is odd - Gay is Roads and Ports, so assumedly the RMS is his baby.

I thought Transport was more about rail and public transport?

EDIT: did some digging, and in typical pubic service style the RMS is listed under Roads and Ports (Gay) and also under Transport for NSW, which in turn is listed under Transport (Berejiklian). Fucken Gumbyment.
