I'm making a new part of the chassis in front of the engine mounts with a heavy duty winch bar and recovery point mounts and the ability to use an a-frame for towing

For all the bolt holes including a power steering box im using crush tubes but i'm wondering which method of attachment is satisfactory.
will (a) be fine or should i go to the extents of (c).

a. weld on fishplate then fillet weld to the crush tube
b. weld crush tube to rhs then a bigger hole in the fish plate to go over the weld and then weld again to the fish plate
c. weld fish plate to rhs then counter sink crush tube hole and then fillet weld the crush tube so it welds to both the fish plate and rhs

A) will be fine.

EDIT:

And maybe drill a hole or 3 in the fish plate like in the pic below.

Round the points of the fish plates like Pete's, it's important not to have the stress raiser

Pete did your engineer specify the horizontal section of the plate

No. But when I suggested them he said as long as the welds don't run straight across the top of the rail, he had no issue with them.
