Yeah that makes sense when I think about it. The bar is not fixed to the car in anyway and only distributes force if the wheels are opposing each other so if the front lifts together the arms would simply swing down but there would be no torsion provided against that.

My coily was the opposite and it use to lift the front up off the ground all the time because the rear was so much softer then the front
Don't confuse the spring rate for the sway bar rate. I agree the rear end overall should be slightly stiffer, but it will be lighter as well so really the same spring rate front to rear would make the back comparably stiffer. Because of this I think the lighter swaybar on the back, if any, would work well.
