This actually raises an interesting point. Are you referring to halogen lights or HID? If there is insufficient voltage an HID ballast may not generate sufficient high voltage for the lamp to "strike", but this is not an issue with halogens - a halogen lamp will glow as long as there is sufficient current through the filament to heat it hot enough.
Hella does make an HID Rallye 4000, but the thread starter has not yet told us what he has.

I think I might replace the relay and all the wires underneath the bonnet.
But mate there is a little silver box with says "automatic 12/24v" And the power from the battery goes into that and then to the relay then from the relay to the lights . Do you know what that could be and if that could be an issue

Ok so I went for an hours drive before. Turned my high beams on with spotties and then the faded out then came back a little bit later then I heard the relay click. They went off after that and I turned them off to save damage of any could happen
