The only way to achieve that is to weigh the loaded car and then have custom springs made

I the OP isn't using sag the way 4wders do. I think they are saying they want to maintain 3"'of lift when laden.

As shep says, that will require custom springs, and will bring some side effects- either a dreadful ride unladen, 5"+ of lift unladen, or both.
