Depending on your tools/capability removing a muffler or two from the exhaust is almost free and will give you a small gain in power and mileage, and get a bit of a note to it. New set of plugs and leads, airfilter or atleast blow it out. Dont know if you just brought the car but if you did chances are its been sitting for a while so drop out the fuel from the tank probly a bit stale. Just sit there and have a look all over the car and fix a few little things and get it all working ie Fix that interior light thats not working, chuck some 20 dollar seat covers on that torn/worn seat. Fix whats not working mod everthing else.

It varies abit somewhere around 2" to 2.75" and if its a soft top make sure you point it out to the side of the vehicle, you only make that mistake once, all the gas will swirl round and reenter the car, not fun when your out spotlighting for a couple hours.

If you want some decent answers you're going to have to give us something better than this. What else has been done to the car? What terrain do you drive? What fab skills do you have? What do you call cheap?

I'd be spending more and fitting transfer gears as a priority. Mini spool is a bit more than your price but not a lot. Loose the extended shackles, your ride and handling will likely improve. Tune the leaf packs by removing leaves.
