Could be a switch to trip the idle up circuit,
but probably be a mechanical thing on the pedal.
You could get up to about 1400rpm triggering the AC compressor on input to the ecu
You could also fit cruise control but put the speed trigger on the Coil rather than speed output so its used to hold revs not speed, will work better in lowrange
I also have a theory that seeing the idle up solenoid is a PWM controlled solenoid (so is opening and closing rapidly with the open time increased to get higher revs) that the Jaycar motor speed controller kit could be stuck into the circuit with a knob on teh dash to control it, this would fix throttle like a hand throttle but not revs.
