Basically if you need to ask the questions, you shouldn't be doing it. G16Bs are old and crack. First of all you will need a newer one from a Baleno, then make sure you have several thousand dollars handy to do it properly to strengthen the motor lower the compression a computer and dyno time. Turboing is generally not cost effective, if you don't need more power but need more torque, you probably just need some gear reduction. Yes it can be done, but bang for buck, its not really worth it.
By that i mean youd get just as much or more power by doing an engine conversion to lets say a suzuki j20.

Definitely worth it, could be done on a budget if your sourced the parts in good used condition. I always thought that they were weak, i have since found out they are pretty strong lol I think if you were to do it a head stud kit and a descent head gasket would be the go. hold 7-9 psi with a good computer and tune lol

Well i went arse about face way of doing it, i never had a problem with mine though. I bought my motor as a built motor with 10000ks on it with like 12k of receipts. turned out that I basically got ripped off and it was just a standard bottom. Unfortunately I didn't find that out until I sold the engine to a another bloke. it was a nothing short of a nightmare really :/
I ran 12 psi, Chapmans tuned it. standard bottom end.
I think you could do it for around 6k if you can do some of the work your self

Assuming junkyard parts.
Turbo $500 manifolds exhaust etc $5-1000 depending on where from custom etc. sensors computer wiring. About $2500 Engine rebuilt not including any comp changes with pistons or rods etc. $1000 diy various hoses fuel lines injectors $800 Oils filters coolants. $200 And that's before a tune, all the little bits you forget and all the bits you fuck up and have to replace

I bought a Haltech E8 for $200, even came with a 3 bar map sensor and an air temp sensor. Still an excellent computer. No need to buy a brand new one. Look for bargains and the price will come down.

600-800 ball bearing t28 garret turbo from s15 300-bov and boost controller 300-intercooler 300-intercooler piping 300-braided water and oil lines for turbo 400-2jz injectors modify rail to fit 500-750 turbo manifold and dump pipe 600-2.5 inch zest with a descent muffler 500-700 second hand ems stinger 1000-wire competer, tune descent ignition setup 150 good head gasket 150 head stud kit 400- vl turbo external fuel pump and reg few hose fittings
it all adds up pretty quick, there would definitely be a few things I have missed. The big problem is that nothing is off the shelf really, everything needs to be made to suit. seems to be a few people out there that have gone threw with the conversion.
suzuki engines free rev, i loved the power delivery my last one had. surprised a fair few people, blew off my fair share of ss commodore, even give the fg turbos a good run hahaha

Have a look on other forums like boostcruising, or redlinegti. They may be able to shed a bit more light on the process etc. A few of the Gti guys use the g16b block with twin cam head and other crap which may give you a few more ideas. A few years back I do remember a GTi being about 8th on the FWD 1/4mile top 10. But again, better off doing a proven engine conversion.

Check u have 5.12 diffs not 4.8 and get tc gears

No need for t28. A ca18 t25 with the .48 ex housing will be more suited, make boost earlier and still be capable to pump out 150rwkws. Can be had for $200-$300 Forget bov and boost controller. No need. Maybe budget $30 for a turbo tech $500-600 for cooler and piping seems fair using new parts. Can be done much cheaper if your scrounge and use steel piping. $200 for braided lined will be enough $400 is way too steep for 4 2jz injectors. There are other cheaper options. $1000 will be needed for basic log manifold, dump and exhaust with decent muffler $150 head gasket $150 studs $1000-1500 for decent ecu and wiring and basic tune seems fair $100 for the fuel pump, reg and fittings. $30 at u pull it will get you a camera pump which is the same as the vl turbo. Any Nissan rising rate reg will be fine. I think $3500-$4000 is defiantly possible with some shopping around and a little diy. Could be done much cheaper if you skimp on everything, but I think it's a fair budget for a good result.
